Hiroshi Nozaki got away with murder 9 years ago. He killed a Filipina woman, denied having killed her, and in the end was only sentenced to serve 3 and a half years for mutilation and disposal of a corpse. Because very little of the body was found, Saitama Prefecture police decided not to try the murder charge.
All of this came to back into the light again when he was arrested for killing a 22 year old Filipina woman with whom he lived at the time. As before, he is also accused of mutilating and disposing of the body. He put part of the body in a coin locker, and was found to have pieces of her with him. Her head (as far as I’ve heard in the news) has yet to be found.
